Promote analysis and dialogue for the formulation, advocacy and effective implementation of policies and plans for education and early childhood development.
Design innovative and culturally derived field programs in education and early childhood development that can go to scale in situations of conflict, post-conflict or severe poverty.
Provide specialists and organizations opportunities for education, training and professional development activities that they request.
Give technical support to organizations and agencies that work at local, national and international levels.
